The ‘great train robbery’

>>>SOUNDS LIKE A GREAT IDEA, HIGH-SPEED RAIL ACROSS THE COUNTRY AND SUPPORTERS SAY IT WOULD REDUCE CONGESTION AND POLLUTION. THE REALITY IS MUCH MORE COMPLICATED AND THE CROWN JEWEL, CALIFORNIA’S BULLET TRAIN IS IN REAL TROUBLE. THIS ISN’T ONLY A CALIFORNIA STORY, THERE ARE BILLIONS OF TAX DOLLARS, YOUR MONEY, IN THE SYSTEM FOR THE PROMISE. KEEPING THEM HONEST. >>Reporter: FOR THE PAST DECADE, CALIFORNIA HAS BEEN THE TRUE HOPE FOR HIGH-SPEED RAIL IN AMERICA. A VISION OF THE FUTURE THE REST OF THE U.S. WOULD CERTAINLY FOLLOW. BACKED BY A NEARLY 10 BILLION-DOLLAR CALIFORNIA BOND MEASURE PASSED FOUR YEARS AGO AND $3.5 BILLION OF YOUR FEDERAL TAX DOLLARS, THE IDEA WAS TO LINK THE TWO BIGGEST GOLDEN CITIES WITH A 200-MILE AN HOUR BULLET. WHICH IS WHY CALIFORNIANS OVERWHELMINGLY APPROVED IT, A BULLET TRAIN CONNECTING LOS ANGELES WITH SAN FRANCISCO IN A LITTLE MORE THAN TWO HOURS, BUT LIKE MANY HIGH-SPEED RAIL PROJECTS ACROSS THE COUNTRY, IT HASN’T HAPPENED YET AND EVEN ONCE STAUNCH SUPPORTERS OF THIS RAIN ARE ASKING WHERE IS IT?>>I INTRODUCED AS STATE SEN TOMORROW THE FIRST BILL TO CREATE HIGH-SPEED RAIL IN CALIFORNIA. >>Reporter: WHEN WAS THAT?>>1992. >>Reporter: HE PUSHED IT BACK IN 1992 AND TRIED AGAIN IN 1996 AND AS CHAIRMAN OF THE HIGH-RAIL AUTHORITY. >>WE’RE ON OUR WAY. >>Reporter: IN 2008 RALLIED CALIFORNIA VOTERS TO BACK THE BOND MEASURE TO PAY FOR HIGH-SPEED RAIL. SO A LOFTY GOAL, A GOAL THAT EVERYBODY THOUGHT WAS A GREAT IDEA, THE BOND MEASURE PASSED WITH TREMENDOUS SUPPORT. WHAT HAPPENED?>>OVER THE NEXT THREE YEARS, WHAT HAPPENED WAS THE COLLAPSE OF THE PLAN TO RUN GENUINE HIGH-SPEED RAIL. I CALL IT THE GREAT TRAIN ROBBERY. >>Reporter: THE GREAT TRAIN ROBBERY WITH MILLIONS ALREADY SPENT, BILLIONS PLEDGED, THE RESULT IN CALIFORNIA HAS SO FAR AMOUNTED TO, WELL, NOTHING. HIS VISION OF BOREDING A TRAIN IN CALIFORNIA AND STEPS OFF IN DOWNTOWN LOS ANGELES TURNED INTO A BLENDED SYSTEM, SHARING TRACKS, GOING SOME PARTS FAST, SOME PARTS SLOW BUT NOT TRUE HIGH-SPEED RAIL AND CERTAINLY NOT WHAT CALIFORNIANS VOTED FOR AND REMEMBER, THAT’S YOUR MONEY YOU THE TAXPAYER ARE ALSO ALONG FOR THIS RIDE. >>WHAT WE’RE TALKING ABOUT IS A VISION FOR HIGH-SPEED RAIL IN AMERICA. >>Reporter: THE OBAMA ADMINISTRATION IN THE PUSH TO BUILD HIGH-SPEED RAIL HAS GIVEN CALIFORNIA 3.5 BILLION FEDERAL DOLLARS. >>AS U.S. TAXPAYERS AND CALIFORNIA TAXPAYERS, ARE WE GETTING RIPPED OFF? HOW ARE THEY GETTING AWAY WITH THIS?>>UNDER THIS PLAN, WE’RE GETTING RIPPED OFF, NO QUESTION ABOUT IT. >>Reporter: EARLIER THIS YEAR WE ASKED OUT GOING TRANSPORTATION SECRETARY RAY LA HOOD WHERE IS THE HIGH SPEED RAIL THE OBAMA ADMINISTRATION SPENT $12 BILLION SUPPORTING. HE TOLD US, IT’S COMING. >>I’M WONDERING AFTER FOUR YEARS AND $12 BILLION SPENT IF YOU’RE DISAPPOINTED AT WHERE THE HIGH-SPEED RAIL IS. WHERE IS THE HIGH-SPEED RAIL. >>THE HIGH-SPEED RAIL, IN FOUR YEARS, WE’VE INVESTED $12 BILLION. THAT’S JUST THE FEDERAL MONEY. THAT DOESN’T COUNT ANY OF THE OTHER MONEY THAT’S BEEN INVESTED IN CALIFORNIA. THE ASSEMBLY JUST PASSED TO SELL BONDS WORTH $10 BILLION AND SOON IN CALIFORNIA, THEY WILL BE TURNING A SPADE OF DIRT AND STARTING TO BUILD THEIR HIGH-SPEED RAIL. IN SOME PARTS OF THE COUNTRY WE’LL HAVE TRAINS GOING 200 MILES AN HOUR. >>Reporter: WHEN?>>AS SOON AS WE CAN GET THE KIND OF WORK THAT NEEDS TO BE DONE STARTED AND IT’S STARTING. >>Reporter: THE GENERAL ACCOUNTING OFFICE DID GIVE A LUKEWARM ENDORSEMENT TO THE PROJECT BUT RAISED RED FLAGS THAT COST ESTIMATES COULD BE IMPROVED, WARNING THE PROJECT FACES FUNDING UNCERTAINTY. WE WANTED TO ASK THE CHAIRMAN OF CALIFORNIA’S HIGH SPEED RAIL AUTHORITY HOW SOON AND MORE IMPORTANTLY HOW REALISTIC IS IT THAT CALIFORNIA WILL ACTUALLY FINISH WHAT IT HASN’T EVEN BEGUN? BUT THE CHAIRMAN, DAN RICHARD HAS STOPPED GIVING INTERVIEWS TO CNN. HIS STAFF TOLD US THEY DON’T LIKE THE TONE OF OUR REPORTS. THEY DID SEND A STATEMENT SAYING CALIFORNIA’S HIGH-SPEED RAIL PROGRAM IS MOVING FORWARD WITH A COST EFFECTIVE AND EFFICIENT PLAN THAT WAS APPROVED BY THE LEGISLATURE. THE STATEMENT GOES ON TO SAY WE LOOK FORWARD TO BREAKING GROUND THIS SUMMER AND BEGIN CREATING THOUSANDS OF JOBS, BUT IN FEBRUARY, THE CHAIRMAN OF THE HIGH-SPEED RAIL AUTHORITY, DAN RICHARD, DID HAVE TO ANSWER IN PERSON TO THE STATE LEGISLATURE, WHICH IS GROWING MORE CONCERNED ABOUT THE PLAN AND THE APARENT LACK OF MONEY THAT’S GOING TO FINISH WHAT’S ESTIMATED TO BE A $68 BILLION JOB. HE SAID TRUST ME. >>WE DON’T HAVE ANSWERS FOR YOU, BUT WE DO HAVE A MIND SET OF LOOKING AT ALL OF THESE THINGS. IT WILL BE A SERIES OF 10% SOLUTIONS. IT WON’T BE A SILVER BULLET. >>Reporter: NO SILVER BULLET AND IF FORMER SUP ER SUPPORTERS RIGHT, NO BULLET TRAIN. DREW GRIFFIN, CNN SAN FRANCISCO.>>THE HIGH SPEED RAIL, AT LEAST THE FIRST PART WAS SUPPOSED TO BREAK GROUND AS YOU SAW IN THAT STATEMENT THIS SUMMER. WELL SUMMER IS ALMOST HERE, A WEEK AWAY, THE GROUND BREAKING DAY PUSHED BACK UNTIL LATE LAST MONTH. THERE IS A LOT OF UNCERTAINTY STILL AND THIS IS AFTER YEARS OF PLANNING. A LAWSUIT UNDERWAY IN CALIFORNIA SAYS THE HIGH-SPEED RAIL PLAN IS SO FAR REMOVED FROM WHAT THE VOTERS OKAYED, T

You are aware the U.S. government has an under ground pneumatic hover rail system that can travel over 4,000 mph. As always we have the Technologies and choose to use them for control and not betterment of the Humanity. Public Transportation is our governments enemy. Between gas, insurance, judicial fees, medical fees, and the rest, big business and government stand to loose a pretty penny. Us not having the option of public transportation is predatory and designed to exploit the working class.

  • Reply Avron Fernandes June 15, 2013 at 1:22 pm

Personal freedom comes in the way. Imminent domain would solve a lot of the problems they are having, but there is no way the american people would allow for a law like that to be used. In most countries the government simply displaces people and builds the train system or other public works. But in the US, they have to buy each piece of land from each individual landowner at a price that the owner is willing to sell.

Where's the High Speed Rail? What's taking the new WTC so long to finish? Why haven't we been back to the moon yet?

If the project is killed, what will happen next? Those CalTrains next to Quentin Kopp lose their funding for upgrades and improvements, and stop running. The commuters will be forced onto the freeways. The freeways will have to handle twice the load, making traffic twice as bad, everyday. And that's only on the SF peninsula. There is a lot more to California's HSR than just HSR.

  • Reply Claude July 14, 2013 at 1:45 am

Let me see if I understand this…
The anti-rail activists, having lost the election, have locked the project in a blizzard of frivolous lawsuits to overturn the will of the people. And now that the project is tied up in the courtroom, they're asking why the finished project isn't already done.
No, I don't feel sorry for the Menedez brothers for being orphans.
The project has been scaled back to a better starter line. It will be filled in as ridership builds. This is not the finished product.

  • Reply 1skylinedreamz July 27, 2013 at 4:20 am

well you can't compare the new wtc to this project in california.. this high speed rail project is 10 times more expensive than a building k.. i mean i believe california could afford this since it's the most biggest most populous state in the nation, but i think it'll only be good in california i don't think it'll do to good if they try to extend the rail system threw the states though….

  • Reply Bryan September 6, 2013 at 8:21 am

Government should build all high speed trains, if they could.

  • Reply screaminlemon October 27, 2013 at 6:12 pm

its not the governments job to build anything. LEAVE THAT TO THE PRIVATE SECTOR. You don't expect the government to pay for your car, do you? The amtrak barely has any riders purchasing tickets. How do you think that the HSR will succeed? As a society we are not entitled to many things people think we deserve. When is the last time the government ran anything efficiently? Just look at the DMV.

  • Reply screaminlemon October 27, 2013 at 7:31 pm

so let me see if I understand this.. You want tax payers paying for people to ride a bullet train that wont be completed until 2030. Let me guess you also want tax payers to pay for your car, house, medical? Its not the governments responsibility to provide the people with a bullet train. Oh and by the way, were you aware the this HSR was banking on investors funding 1/3 of the project. You know how many investors stepped up to the plate. ZERO. I support innovation but not when it comes to this

  • Reply Claude October 28, 2013 at 1:22 am

All fees and taxes come to 51% of the cost of highways, according to the Federal government, so they're already paying for my car. Plus multiple bailouts and the FAA subsidies so you can take an airline trip.
The government is very much in the transportation infrastructure business. The first bill signed by Washington was for a lighthouse, and Jefferson had the National Road built from Cumberland, MD to the Ohio River in Virginia.
No trucking company ever built its own freeway.

  • Reply Claude October 28, 2013 at 1:29 am

As for investors, no one can buy bonds because everything is tied up in court. JR East is leading a consortium to get involved in the Cal HSR when it's available, but the law says they can't until it gets out of the courts.
JR Central (the Tokaido Shinkansen) is skipping the drama and is in final planning for their own private line from Dallas to Houston.
And with population growth, we have to spend the money anyway. For the capacity this is cheaper than airports and highways and it fills a gap.

  • Reply Bryan October 28, 2013 at 1:49 am

Sorry, but I don't have the same government as you.

  • Reply SEM November 2, 2013 at 7:42 am

GET YOUR SHIT TOGETHER AMERICA! there will be a violent wake up call if HSR doesn't get developed

  • Reply screaminlemon November 5, 2013 at 8:28 am

Just because the government is in the infrastructure business does not mean it runs it efficiently. Go to the HSRA website and found the truth out about what this boondoggle is forecasting for outside investors. Also this is not going to be a high speed rail. Are you aware that this NEW revised plan is still twice over budget from the 2008 ballot. Also major cities in California that were originally scheduled to be included wont. So…. sounds like a great project to get in debt for.

  • Reply Claude November 5, 2013 at 1:57 pm

It would be better if the trains were privatized, but the government has been in the business since the Interstate Commerce Commission was established in 1887. By 1906, Congress had assumed authority over every aspect of the industry, including setting rates. Having destroyed rail travel through heavy regulation and taxation (Including a 10% tax to deter travel, from 1943-1962) while heavily subsidizing the competition, the Feds had to take responsibility for their actions.

  • Reply Claude November 5, 2013 at 2:06 pm

Sorry, but this train will be HSR. Not on the whole system, of course. Even the shinkansen slows down when it's in the city. But in the open country these trains will travel faster than 150 mph when the line is done.
Conservatives could have moved in at the beginning and established stages for construction, with a single line DMU system from Sacramento to San Diego to start with. But after losing the election Republicans chose to delay and oppose, driving up costs to the voters.

  • Reply CARambolagen March 13, 2014 at 9:37 am

All this discussion is laughable! All this talk about "your tax dollar" is ridiculous. It's an investment in a LONG TERM future – that is, if you want to be able to travel in the future. And besides: Are Highways for free? Are Airports for Free? And how are you going to cope with an ever growing population in CA? Get started, America! It doesn't have to be the 100% solution straight away, but get started on the ground work so that one day ther WILL be Bullet Trains along the whole route…

They actually think that we are going to pay them to build this thing and then they have the unmitigated gall to expect us to pay to ride it as well. Thats like you buying me a taxi cab and then having to pay me for a ride in the cab you bought me. Listen people, this money pit of a bullet train will never happen and is turning out to be the biggest scam since Jerry Brown decided that California will lead the way in curing global warming. So far, California is the only state with any laws in place regarding global warming and California is also the only state going broke as a result. We don't have a $10 billion dollar reserve that Gov. Moonbeam says we do and with the last budget he signed, we're almost $700 billion in the red and what does he want to do? Build more water reservoirs to battle the drought problem we seem to have no matter how much rainfall we get per year? No. How about battle the illegal immigration problems that seem to worsen every year? No. How about figure out how bring back the more than 100 fortune 500 companies that have left the state due to over regulation and dramatic over taxation the he implemented? No. No, he doesn't care about any of that petty anti stuff. He wants to build a train that nobody will ride or has any interest in. Good job Jerry. You just might bypass Obama and Carter for the worst, most useless and most incompetent politician in world history position. Way To Go!!!!

California, New York, Chicago, Baltimore, Boston, most democrats control cities are most corrupted. I know the tricks they used to get money from projects like this. I came from a communist country.

First they form different departments for the project. Each department will have an appointed chair. Then they form different agencies under each department. They then appoint chairman for each agency. They then form different commissions and again appoint chairmans. All these different departments, agencies, and commissions have 10-50 employees each. They all have very high salaries with benefits and bonuses.

Now all these departments and agencies go out and start hiring consultants. These consultations cause way more than they should.

In the end, all the money is gone. All of them chairmans are friends with each other's and with different politicians. They funnel some money back to the politicians and all are happy.

Well at least California's Conservative Communities ended up with a bullet train, as they scrapped the project today, but will open a Merced to Bakersfield run, making Fresno the main hub for the entire project! Congratulations to Fresno, it's like they won the tax lottery in a sense, and can claim to have the nations only bullet train!!
Thanks Liberals for the train, we'll put it to good use!!

Mr. Kopp, is evidently not a businessman. He wouldn’t of spent a dime out of his pocket for this project. Liberalism at its finest. They’re good at spending everyone else’s money.
