    CONTROVERSIAL PROJECT IN SACRAMENTO IS BEING FINED THOUSANDS OF DOLLARS. KCRA THREE NEWS AT SIX :00 STARTS RIGHT NOW. RAIL OR TRAIL? THIS ABANDONED RAIL LINE IS SUDDENLY GETTING A LOT OF ATTENTION. ONE GROUP WANTS IT TO BE A RECREATION TRAIL FOR BIKES, BUT IT MAY BE NEEDED FOR HIGH-SPEED RAIL. WITHIN HOURS, SUPPORTERS FROM BOTH GROUPS WILL COME FACE TO FACE. DAVID JOINS US NOW TO SHOW US THE LINE THEY ARE TALKING ABOUT. THIS IS THE ROUTE THE STATE IS CURRENTLY CONSIDERING FOR HIGH-SPEED RAIL BETWEEN SACRAMENTO AND LODI. IT IS THIS OTHER ROUTE WHERE TRAIL SUPPORTERS SAY THEY WANT TO PROMOTE A MUCH SLOWER MODE OF TRANSPORTATION. RIGHT NOW WE DON’T HAVE ANYWHERE TO GO. FOR 14 YEARS, THE FOUNDATION HAS HAD ITS EYES ON THESE TRACKS WHICH THE GROUP WOULD LIKE TO CONVERT TO A RECREATION TRAIL FROM SACRAMENTO TO LODI. LODI WINERIES ARE VERY EXCITED ABOUT HAVING A TRAIL THAT PEOPLE COULD POSSIBLY CYCLE FROM SACRAMENTO. BUT THE RAIL AUTHORITY HAS ALSO IDENTIFIED THIS AS ONE OF THE POSSIBLE ROUTES IT COULD USE FOR ITS HIGH-SPEED TRAIN. WE CANNOT DISMISS ANY OPTIONS AT THIS POINT. THIS CURRENTLY BELONGS TO UNION PACIFIC, WHICH HAD BEEN PLANNING TO SELL IT UNTIL IT HEARD THAT HIGH-SPEED RAIL MIGHT BE INTERESTED. SUPPORTERS SAY THEY ARE NOT NECESSARILY AGAINST HIGH-SPEED RAIL, BUT UNTIL IT MAKES UP ITS MIND, THEIR PROJECT IS IN LIMBO. THEY SAID THEY WOULD START THE STUDY PROCESS IN 2015. WE ARE HOPING THEY ARE GOING TO KEEP TO THAT SCHEDULE. WHILE THEY MAY COME UP WITH A LOCALLY PREFERRED OPTION IN THE NEXT S SEVERAL YEARS, THEY WILL NOT MAKE A FINAL DECISION UNTIL 2029. WE WILL NOT BE ABLE TO BEGIN ENVIRONMENTAL CLEARANCE OF THE PHASE TWO PROJECT SECTIONS UNTIL AFTER THAT. UNTIL 2030? ESSENTIALLY 2030, YES. THAT ANSWER WILL PROBABLY NOT SIT WELL WITH PEOPLE WHO PLAN ON ATTENDING A MEETING WITH HIGH-SPEED RAIL OFFICIALS TONIGHT. THEY ARE HOPING FOR SOMETHING MUCH SOONER. A LOT OF WAITING GOING ON.     I WILL CHECK TO SEE WHAT’S THERE ON 80. A BUSY ROAD IN SOUTH OF SACRAMENTO IS ABOUT TO SHUT DOWN FOR MORE THAN A WEEK. THE CITY IS RACING TO BEAT A DEADLINE IN AN EFFORT TO EXPAND LIGHT RAIL. THAT WILL FORCE A DETAIL — FORCE A DETOUR ONTO ALREADY BUSY FRANKLIN ROAD. THIS IS A PROJECT THAT HAS LITERALLY BEEN YEARS IN THE MAKING. IT’S GOING TO EXTEND THE CURRENT BLUE LINE WHICH AND HERE AT MEADOWVIEW ROAD. IT WILL LAND THAT CONSUMERS RIVER COLLEGE. IT’S GOING TO ADD FOUR NEW STATIONS AND RESULT IN AN EASIER COMMUTE INTO THE DOWNTOWN AREA. REGIONAL TRANSIT SAYS THEY WILL BE DONE WITH THIS PROJECT BY SEPTEMBER. THIS IS A HARD DEADLINE TO USE OR LOSE THE FUNDING THAT PAYS FOR THE $270 MILLION PROJECT. THEY SAY IT IS ONE OF THE MOST CHALLENGING PROJECTS THEY HAVE HAD SINCE LIGHT RAIL WAS BUILT IN THE 80’S A COUSIN OF FUNDING ISSUES, THE RECESSION, AND THE CHALLENGE OF LAYING THIS RAIL THROUGH A BUSY AREA. WE HAVE TO GET TRACKS THROUGH THE ROADS AND A MAIN INTERSECTIONS. THAT IS WHAT WE WILL BE DOING STARTING AT 8:00 TONIGHT. WE WILL HAVE A CLOSURE OF MEADOWVIEW ROAD. PART OF THAT IS TO CONTINUE THE EXTENSION, BUT WE ALSO HAVE TO RECONSTRUCT THE ENTIRE PORTION OF THE ROAD FROM THE RAIL TRACK DOWN TO DETROIT BOULEVARD. CONSTRUCTION IS ALREADY UNDERWAY BUT THE ROAD WILL NOT CLOSE UNTIL 8:00 TONIGHT. THIS WILL MAKE A MORE CHALLENGING COMMUTE IF YOU TRAVEL DOWN MEADOWVIEW IN THE NEXT 10 DAYS OR SO. TODAY THE EYES OF THE NATION AS WELL AS THE WORLD ARE ON FRESNO COUNTY AND MADERA COUNTY BECAUSE THIS IS THE BEGINNING OF THE BIGGEST INFRASTRUCTURE PROJECT IN THE UNITED STATES. LINDA: TODAY CREWS BEGAN WORK ON A 1600 FOOT BRIDGE OVER THE FRESNO RIVER AND STATE RIGHT THAT WILL RUN PARALLEL TO THE 145. BURLINGTON NORTHERN SANTA FE TRACKS IN MADERA COUNTY. SO FAR WE’VE BEEN TAKING THINGS DOWN, OLD BUILDINGS, CLEARING AWAY, DOING UTILITY RELOCATION. THIS IS THE FIRST STRUCTURE PEOPLE WILL BE ABLE TO SEE GOING UP. LINDA: THE BRIDGE IS PART OF A 29 MILE CONSTRUCTION ZONE FROM MADERA TO DOWNTOWN FRESNO, WHICH WILL ALSO INCLUDE TWO MORE VIADUCTS. THIS IS GREAT.
