    Newsom is right to scale back the bullet train, and its good politics too Los Angeles Times If anyone thought that Gov. Gavin Newsoms administration would merely be an extension of fellow Democrat Jerry Browns, that notion has been completely obliterated. Browns and before him Arnold Schwarzeneggers humongous Los Angeles to San Francisco bullet train was always a pipedream. And in his first State of the State address Tuesday, Newsom . Lets level about the high speed rail, Newsom told a joint session of the Legislature. I have nothing but respect for Gov. Browns and Gov. Schwarzeneggers vision . But lets be real. The project as planned would cost too much and take too long. Theres been too little oversight and not enough transparency. Right now there simply isnt a path to get from Sacramento to San Diego, Newsom said of the original route promised voters, let alone from San Francisco to L.A. I wish there were. However, Newsom continued, we do have the capacity to complete a high speed rail link between Merced and Bakersfield. Now, I know that some critics will say this is a train to nowhere. But thats wrong and offensive. The people of the Central Valley endure the worst air pollution in America as well as some of the longest commutes in the state. And they have suffered too many years of neglect from policymakers here in Sacramento. They deserve better. … Merced, Fresno, Bakersfield and communities in between are more dynamic than people realize. Aside from the economic pragmatics of sidetracking an unaffordable dollar 77 billion project, its good politics for a liberal Democrat to reach out to a core Republican region where more than half the counties voted for President Trump in 2016. Newsom never seriously considered junking the whole project. Much has already been spent. If the state just walked away, it would owe the federal government dollar 3.5 billion in seed money. Might as well complete the route from Merced to Bakersfield and try to get something out of it, the new governor concluded. Otherwise, he explained to the lawmakers, We will have wasted billions of dollars with nothing but broken promises, unfulfilled commitments and lawsuits to show for it. President Trump tweeted Wednesday that Newsoms action means that California owes the feds dollar 3.5 billion and . But the presidents facts were wrong. As usual. Bullet train dreamers have always argued that California is the fifth largest economy in the world, so theres no reason it cant afford to build a high speed rail system. Smaller countries have. Thats rubbish. California is a state. It doesnt print money. It must balance its budget books annually. Those other bullet train builders are nations and they usually partner with private enterprise. No private investor is interested in Californias project. While campaigning for governor last year, Newsom said hed scale back Browns two big legacy infrastructure projects: the bullet train and monstrous twin water tunnels in the Sacramento San Joaquin River Delta. And thats what he did Tuesday. Newsom rejected the dollar 17 billion twin tunnels idea, but said as promised that he supports a compromise single tunnel. Theres a lesson here: Newsom might be worth listening to. At least on the train and tunnels, he wasnt just some politician blowing smoke. In October, the candidate told me he was optimistic thered be enough money to build the line from Merced to San Jose through the Pacheco Pass. People could live in the affordable San Joaquin Valley and commute to high paying tech jobs in the Silicon Valley. But there was no specific mention of a valley to valley line in Tuesdays speech. That was left open to speculation. Look, we will continue our regional projects north and south, he said. Well connect the revitalized Central Valley to other parts of the state and continue to push for more federal funding and private dollars. But lets just get something done once and for all. Legislators interpreted that differently. Republican Assemblyman Jim Patterson, a former Fresno mayor and longtime bullet train critic, said: Weve known for quite some time theres only enough money for a rump railroad between Bakersfield and Merced. The governor confirmed it. He sounded bitter. This experiment has essentially collapsed, he said. Weve lost thousands of acres that should be returned to agriculture folks. Weve got blight land nobody wants anymore, weve got squatters, got trash, junk. Its a mess. California owes Fresno what it takes to make us whole. But Sen. Cathleen Galgiani D Stockton , who originally authored the high speed rail legislation that was eventually approved by voters, saw a glass half full. In no way do I believe the governor was saying, Thats it, were done, Galgiani said, adding that she personally confirmed this with Newsom. Hes saying instead of focusing on six different segments at once, lets get this one done. When the dollar 15 billion Merced to Bakersfield route is completed, she added, the governor or his successor can take it another step. Anyway, Galgiani said, shes excited about the train coming to Merced. Because from there, riders will be able to connect with a commuter train to San Jose over the Altamont Pass into the East Bay. That commuter train currently only goes to Stockton. But as part of a gas tax backroom deal two years ago, Brown provided dollar 400 million to extend the rail line 61 miles to Merced. Bill Whalen, a research fellow at Stanfords Hoover Institution and a former speech writer for Republican Gov. Pete Wilson, said, Im going to give Newsom credit. He did something Jerry Brown was not capable of. And that is admitting the obvious about high speed rail. Newsoms message: Theres a new conductor in town.

    China has just forgiven a chunk of Cameroon’s
    debt. Normally, that’d be something to brag about. Except China kept it a secret. Why is China keeping quiet about writing off Cameroon’s debt? Welcome back to China Uncensored. I’m Chris Chappell. Debt relief. When a country lets another country off the hook for paying back loans. As in no more debt, what a relief. If only they did that for student loans. Specifically, *my* student loans. Usually when rich creditor countries forgive the debts of poorer countries, there’s a ton of publicity to highlight
    all that generosity. Like that time twenty years ago when Bono worked with world leaders to get them to forgive more than $100 million in loans to the poorest countries. “Take your time and get your head around
    this fact. The national debt of the 18 poorest countries
    in Africa has been canceled thanks to Bono.” The point is, everyone loves publicity. Which is why it’s weird that when China recently wrote off a chunk of debt of the West African nation of Cameroon… it was all super hush hush. And then reporters asked, “Why the secrecy?” In fact, the world might not have even known China forgave a chunk of Cameroon’s debt if not for a gaffe by the Chinese language
    edition of the Wall Street Journal. It reported— based on a statement from the president of
    Cameroon— that China had agreed to write off 5 billion dollars of Cameroon’s debt. Since that’s almost all of the debt that
    Cameroon has ever borrowed from China, that news report caused a bit of controversy
    online. Last September, Chinese leader Xi Jinping pledged some $60
    billion dollars in aid, investment and loans to Africa at the Forum
    on China-Africa Cooperation. That created some backlash, including netizens asking online why China was giving money away to nearly failed states
    in Africa, when in China there are at least 30 million
    people who live on less than a dollar a day. As you can imagine, those questions were then censored. Actually, it was at that meeting in September where Cameroon’s president Paul Biya pleaded with Chinese authorities to ease his
    country’s debt burden— according to Chinese media. But it turns out, when the Wall Street Journal said China forgave 5 billion dollars in debt, well…it was kind of not quite accurate. The actual amount was 78 million dollars. That’s a big difference. It’s like reporting that “The new tower is a tall as the Empire State
    Building!” When actually it’s only one story tall, with a low ceiling. Now, Chinese media had a field day with this, with the Global Times calling it a huge blunder
    for US media: And other Chinese media accusing foreign media of planting fake news for Chinese readers. But if it weren’t for the Wall Street Journal’s
    mistake, the world might never have known of China’s
    “generosity.” See, Cameroon still owes China about 3 billion
    dollars in total debt. So the 78 million in debt forgiveness is actually
    really small. So now it should be clear why China might have wanted to keep it a secret. It’s not really a PR win. I mean, 78 million is less than what one rock star with sunglasses can do. But there’s another reason the Chinese regime may have wanted to keep news of the debt relief
    under wraps. Reporters might start to suspect that the
    Chinese regime plans to use debt relief to get something
    in return. Remember the story of how “China got Sri Lanka to cough up a port”? China lent billions to Sri Lanka, no strings attached, and when they couldn’t pay it off, China asked for Hambantota port. And China got it. Sri Lanka was forced to sign a 99-year lease in exchange for waving off about a billion
    in debt. So I guess there were strings attached. Plus the deal gave China control of territory right near its arch-rival, India, as well as a strategic foothold along a critical commercial and military waterway. Unconditional debt forgiveness— that’s for suckers. Setting up a long-term lending relationship so that you can get something in return that gives you a geostrategic advantage, now that’s the kind of lending relationship the Chinese regime likes. Xi Jinping calls it “win-win mutual cooperation.” I like to call it, “debt trap diplomacy.” For more on that, you can watch my episode “5 Countries That Have Fallen into China’s
    Debt Trap” for all the sordid details of how China leverages debt to get what it wants. Wow, I forgot there was a time when I didn’t have a beard. Anyway, why would the Chinese regime care about Cameroon? Well, for one: mineral resources. Like bauxite, iron ore, and gold. And don’t worry, Chinese gold mining operations there are totally legit and have no problems
    whatsoever. Ok, a few minor problems. But look, there’s another reason China cares
    about Cameroon. Let’s go back to that map. Cameroon sits along the Gulf of Guinea. And that’s a good place to be when doing
    trade with a dozen other countries, like Nigeria. So it should come as no surprise that China has invested 1.2 billion dollars to convert a fishing town called Kribi into the region’s biggest deep-water port. “Made up of four main parts, a deep water port with roughly 20 wharfs, a zone for industrial and logistics activity, a multi-modal transport corridor, a new city.” And Cameroon’s Kribi port is connected to a pipeline project to bring in oil from land-locked Chad. There’s also a 436 million dollar highway
    China is funding there. It ties the port with Cameroon’s resource-rich
    inland area. And there are also plans to build a railroad directly to a deposit of iron ore. And those iron mines will definitely not have
    problems. So far it doesn’t look like Cameroon has had to directly give up any of its infrastructure
    or resources for the 78 million dollars in debt forgiveness. But the Chinese Communist Party’s overall
    actions in Cameroon are clearly the same strategy it has used
    around the world: Make generous loans, get countries in debt, and forgive the debt in exchange for small
    things— like all of their resources, or strategic
    infrastructure. Win-win mutual cooperation. Which means that China-Cameroon relations should be something to keep an eye on. And before we go, it’s time for me to answer a question from one of you who supports China

    The combined wealth of Facebook’s Mark Zuckerberg, Amazon’s Jeff Bezos, and Google’s Sergey Brin, and Larry Page is larger than the combined wealth of the bottom half of the American population. They’re the leaders of a second Gilded Age
    – ushered in by semiconductors, software, and the internet – which has spawned a handful
    of high-tech behemoths and crushed competition. Facebook, Amazon, Google, Apple, and Microsoft
    now have the highest market values of all public corporations in America. As of today, only three countries in the world
    have a GDP higher than these companies’ combined market value of approximately $4 trillion. America’s first Gilded Age began in the
    late 19th century, with a raft of innovations – railroads, steel production, oil extraction
    – that culminated in mammoth trusts run by “robber barons” like J.P. Morgan, John
    D. Rockefeller, and William Vanderbilt. The answer then was to break up the railroad,
    oil, and steel monopolies. The answer today is the same: Break Up Big
    Tech. FIRST: They have a stranglehold on the economy. Nearly 90% of all internet searches
    now go through Google. Facebook and Google together will account
    for nearly 60% of all digital ad spending in 2019 (where most ad money goes these days). They’re also the first stops for many Americans
    seeking news (93% of Americans say they receive at least some news online). Amazon is now the first stop for almost half of all American consumers seeking to buy anything online. With such size comes the power to stifle innovation. Google uses its search engine to promote its
    own products and content over those of its competitors, like Yelp. Facebook’s purchases of WhatsApp and Instagram
    killed off two potential rivals. Apple stifles competition in its App Store. Partly because of this economic concentration,
    the rate that new job-creating businesses have formed in the United States has almost halved since 2004, according to the Census Bureau. SECOND: Such size also gives these giant corporations
    political power to get whatever they want, undermining our democracy. In 2018, Google, Amazon, Facebook, Apple,
    and Microsoft spent $70.9 million on lobbying and supporting candidates. Amazon – the richest corporation in America
    – paid nothing in federal taxes last year. Meanwhile, it held a bidding war to extort billions from states and cities eager to have its second headquarters. Not to mention, these companies have tremendous
    influence over how Americans receive information. And as we’ve seen, Facebook and Google have
    enabled the manipulation of our elections. THIRD: Giant tech companies also hurt the
    environment. Many are failing to reduce greenhouse emissions,
    as they promised and are unwilling to commit fully to renewable energy. FINALLY: Their huge wealth isn’t being shared
    with most of their workers. Nine in 10 workers in Silicon Valley make
    less now than they did in 1997, adjusted for inflation. And many are part of the “working homeless”– that is, people who work full-time and yet are still homeless. The answer is to break them up. That way, information would be distributed
    through a large number of independent channels, instead of a centralized platform, and more startups could flourish. Even one of Facebook’s founders has called
    for the social media behemoth to be broken up. Senator Elizabeth Warren has introduced a
    proposal to do just that. It would force tech giants to open up their
    platforms to more competition or break up into smaller companies. Other countries are already taking on Big
    Tech. The European Union fined Google nearly $3 billion
    for antitrust violations in 2017. Let’s be clear: Monopolies aren’t good
    for anyone except for the monopolists, especially when they can influence our elections and
    control how Americans receive information. In this new Gilded Age, we need to respond to them as forcefully as we did to the monopolies of the first Gilded Age and break them up.     you need a picture on a card. You need ID. You go out and you want
    to buy anything you need ID and you need
    your picture. [laughter] – Something tells me
    this guy has never been
    grocery shopping. Like ever. He probably tried it once, but the first thing you see
    when you walk in is the produce aisle so he just walked
    right back out. He was like,
    “Ew, vegetables. Gross. “Oh, ‘gross-eries,’
    I get it now. One day I’ll be president!”[sprightly music]– If you have a windmill
    anywhere near your house, congratulations, your house
    just went down 75% in value. And they say the noise
    causes cancer. You told me that one, okay?

    was saying we have to get 4G, and then they said
    before that we have to get 3G. And now we have to get 5G
    and 5G’s a big deal, and that’s gonna be there

    in a plane crash. – Breaking news:
    President Trump says the United States will issue
    an emergency order grounding all
    Boeing 737 Max As after reviewing evidence from
    the Ethiopian airline’s crash. The U.S. is essentially
    the very last country to ban the aircraft
    from flying. Here’s the president. – Any plane currently
    in the air will go to its destination
    and thereafter be grounded until further notice
    so, uh, planes that are in the air
    will be grounded… if they are the 737 Max–
    will be grounded upon landing
    at the destination. – Can we appreciate
    how cute he is when he’s trying to explain
    something to us that somebody had to explain
    to him five minutes ago? He’s like, “All the airplanes
    will be grounded, “but not the ones flying, um… “They can land first,
    then they will be grounded. “Um, some people didn’t
    understand “how you can ground
    a plane in the sky, “but I’m not those people. I knew always.
    Those ones will be grounded.” So as of today, any plane that might be unsafe
    to fly will be grounded until it can be repainted with “Spirit Airlines”
    on the side. Spirit Airlines:
    how are we not grounded?[graceful classical music]This has been a wild week for the Trump presidency, making it the 124th
    wild presidency week in a row. It started a few days ago
    when Trump averted a crisis of his own making
    by deciding not to impose tariffs
    on Mexico because he said
    he made a deal. However, critics pointed out that many of the things
    that Mexico promised to do to stop illegal immigration
    were the same promises that they had made
    months before, but then Trump came back saying that he had
    a secret deal with Mexico, which no one believed. So yesterday he did this. [helicopter whirring] – Can you show us?
    – What is that– – That’s the agreement that
    everyone says I don’t have. So–no, because
    I’m gonna let Mexico do the announcement
    at the right time. For Mexico, they want
    to go through it, but here’s the agreement.
    It’s a very simple agreement. – Okay, okay. There are two possibilities
    here. And neither of them are good. Either the president
    just whipped out a takeout menu and claimed it’s
    a secret agreement with Mexico, which it could be, or it’s a real agreement and the president
    is just walking around with secret documents
    in his pocket. Right, the same guy
    who was worried about Hillary’s server
    getting hacked by Russians, meanwhile he could get hacked
    by a gust of wind. Or even worse,
    a pigeon. ‘Cause he’d just be like,
    “And here it is, “the secret document “that–ah! Stop that pigeon! “Stop that pigeon! It’s headed to the Kremlin.”♪ ♪announcer: “Donsplaining.”announcer: “Donsplaining.”[light music]– With all the support
    behind him, President Trump decided
    to plow forward on proving his case
    for a border wall. So today,
    the commander in chiefput on his travel
    Barbie outfit
    and flew down
    to the southern border
    to get a first-hand account
    of the situation,
    and while he was therehe gave us all
    a drunk history lesson.
    – They say a wall
    is medieval. Well, so is a wheel. A wheel is older
    than a wall. And I looked,
    and every single car out there, even the really
    expenses ones that the secret service
    uses, and, believe me,
    they are expensive– I said, “Do they all
    have wheels?” “Yes.”
    “Oh. I thought
    it was medieval.” The wheel is older
    than the wall, you know that? And, uh, there are some things
    that work. You know what?
    A wheel works, and a wall works. – You know, if a football player
    got up after a tackle and started talking like that,
    the trainer would be like, “We need to get you
    to the locker room now. Your brain is not okay.” [laughter, applause] And just, by the way,
    I don’t even– I can’t believe
    we have to say this– if there are any kids watching that are gonna use this
    on a history test walls are actually
    much
    older than the wheel, right? 6,000 years older
    than the wheel. [cheers and applause] Like, back in the day,
    cavemen had walls. So I guess people should stop
    calling Trump a Neanderthal because a Neanderthal
    would know that. #NotMyNeanderthal. President Trump is demanding
    $5 billion from U.S. taxpayers
    to fund the wall, which is weird,
    because during the campaign he might have mentioned
    once or twice another idea
    for where the wall money would come from. – I will build
    a great, great wall on our southern border and I will have Mexico
    pay for that wall. [overlapping] Mexico is going
    to pay for the wall. Mexico is going
    to pay for the wall 100%. Who’s gonna pay for the wall? crowd: Mexico! The only thing worse
    than one Trump is many Trumps. “Mexico’s gonna pay for it.” That was Trump’s
    signature catchphrase. More than
    any other catchphrase. More than “you’re fired.” More than
    “make America great again.” Even more than “Don’t tell
    my wife about this.” But we never should have
    actually believed that Mexico was going to pay
    for the wall, because every time
    someone asked Trump how Mexico would pay he had a completely different
    explanation. – There will be a payment. It will be in a form, perhaps a complicated form. One way or the other, Mexico’s
    gonna pay for the wall. That’s right. It may be through
    reimbursement, but one way or the other,
    Mexico will pay for the wall. The wall will pay for itself
    on a monthly basis. We’re working
    on a tax-reform bill that will generate revenue
    from Mexico that will pay for the wall. We have a trade deficit
    with Mexico of $58 billion. All I have to do
    is start playing with that trade deficit, and believe me, they’re gonna
    pay for the wall. They may even write us a check by the time
    they see what happen. Obviously, they’re not
    gonna write a check. It’s gonna be paid for
    by Canada by the way. It’s gonna be paid for–
    maybe I’ll get Canada to pay. Gonna be paid for by Mexico. – Wait, what? You know, Donald Trump
    is truly a legend. Instead of admitting
    that he misspoke, he’d rather try and make Canada
    pay for the wall. He’s just like,
    “Yeah, Canada’s gonna pay– “I mean–yeah, actually
    Canada’s gonna pay I might make them pay
    for the wall.” And shame. Canada’s so nice,
    they’d probably do it. They’d be like, “Um,
    this is not really ‘aboot’ us but I guess we’ll pay, eh?” Also, what did that mean
    when he’s like, “The wall will pay for itself
    monthly”? He made it sound like America
    was gonna go to the wall and be like,
    “You got our money, wall?”[spirited music]Since just yesterday the president has given
    not one not five, but three
    separate interviews Now, I don’t know why
    I said it that way but what’s important is that President Trump
    has been sharing his thoughts on a variety of topics, including his favorite
    Chinese hoax, climate change.– Yesterday,
    when the Associated Press
    told him that scientist sayit is nearing a point
    where this can’t be reversed,
    Trump responded, “No, no.“Some say that and some say
    differently.
    “I mean, you have scientists
    on both sides of it.
    “My uncle was
    a great professor
    “at MIT for many years.Dr. John Trump.“And I didn’t talk to him
    about this particular subject
    but I have a natural instinct
    for science…”
    – Okay. Okay, that’s…
    that’s interesting. Just in case you missed that,
    Trump says he doesn’t believe
    in man-made climate change because his uncle
    was a scientist and that means that Trump has a natural instinct
    for science. Now, he also says he never
    spoke to his uncle about climate change. He just has
    the science knowledge. You know, it’s in his blood. Right? Now, I think
    that’s cholesterol but that’s not the point. Like, none of this makes
    any sense. Just because his uncle
    was good at science doesn’t mean that Trump
    is good at science. That’s not how it works. If a pilot has a heart attack,
    they’re never like, “Is anyone on this plane
    related to a pilot?” “My cousin watched
    that ‘Sully’ movie once.” “All right,
    you land the plane!” – President Trump explaining
    why he is so skeptical of his own administration’s
    report on the dire consequences
    on climate change. He tells “The Washington
    Post”… – Clearly the president
    doesn’t believe in the science
    or the English because if you’re trying
    to say you’re too smart
    to believe in climate change, it doesn’t help
    when your argument ends with “It’s right now
    at a record clean.” Like, it makes him sound
    super dumb. Or maybe–maybe Trump is
    so intelligent that he’s leaving
    English behind. Maybe that’s what it is.
    Yeah. He’s developing something
    totally new. You know,
    he’s like those aliens from the movie “Arrival.” Like, we just need Amy Adams
    to interpret for us. – [breathing slowly] – There is a cooling
    and there’s a heating. They go, “Global warming.”
    They go, “Climate change.” They go–now it’s sort
    of–I hear a lot of extreme weather. If it’s cold, it’s okay. If it’s hot, it’s okay. If it’s windy, if it’s hot,
    if–everything’s extreme. Trust me, I’m like
    a smart person. – She was trying. She was really trying.[elegant classical music]♪ ♪With Hurricane Florence
    barreling toward the east coast, everyone is preparing
    for the worst. – We have something– it could be very well
    very similar to Texas in the sense that it’s
    tremendous amounts of water. It’s tremendously big
    and tremendously wet. [laughter] Mm. So elegant. So, so, so elegant. Trump sounds like he’s doing
    a book report on hurricanes, and he forgot to read the book. He’s like, “Tremendously big

    that his tremendous support
    from the African American
    community in this country–
    and when I say
    African American, I think I can really say
    from everybody in this country because we’re all one. [laughter] [as Trump]
    “That’s right, folks. “We’re all one. “And anyone who doesn’t agree
    with that “can go back
    to their shithole country. “Send her back! “Send her back. Done.” [applause] You know, this is one
    of those moments where I generally
    cannot believe that we’re living
    in real life. No, because just–like,
    listen to the story. Donald Trump,
    who is the president of the United States, got a call from his friend, Kanye West, to save a rapper from a Swedish prison. This sounds like a headline
    written by a newspaper on LSD. It’s just like
    the craziest shit ever. What’s also insane,
    just by the way, is how, like,
    powerful Kanye West is in this situation. It’s almost like he uses
    his MAGA hat like a magic lamp. He just, like, rubs it
    and then Trump comes out. He’s like, “What do you need?” “Got another problem.

    – And I don’t even know why Fox News is laughing
    at this, right? Of all the people,
    they can’t laugh because, I mean,
    if they watched their boy Trump a few days ago, they would have seen him
    struggling to translate English
    into English. – No collusion, no obstruction. I hope they now go and take
    a look at the oranges. The oranges of the, uh, uh, investigation–the beginnings
    of that investigation. The Mueller report
    I wish covered the oranges of how it started. [laughter, applause] I like how… I like how he goes away
    from the word “oranges” at the beginning, right? At the beginning, he’s like, “Oh, let’s–the beginnings,
    the beginnings.” And then he gets confident. He’s like,
